ERROR: Heuristic or one-phase commit - out of queue space

Description

While executing the qcommittrans command to heuristically commit a transaction, qmadmin was unable to record the heuristic commit because the queue space had no more room for messages. If the IPC resources for the queue space are removed before the transaction manager asks about the status of the heuristically completed transaction, the status will be lost.

This can also occur if the transaction manger does a one-phase commit. If the one-phase commit is interrupted before completion, the transaction may be inconsistent.
